The
New Castle City’s Tree Commission Meeting took place on June 2,
2008 at 5:30 p.m. in the City of New Castle’s Town Hall.

The
meeting was called to order at 5:45 p.m. Roll call was taken. A
motion was made and seconded to approve the minutes of the May
meeting.
REPORT
OF COMMISSION MEMBERS
Erv
Thatcher – A
homeowner on East Second Street (Haman) contacted him about a tree
that had fallen on the property. Mr. Patterson was also contacted
about removal of the tree. The tree broke off at the roots. Mr.
Patterson suggested they contact Public Works because he did not have
labor resources.
Susan
Keyser – Reported
that the tree in the park has not yet been straightened. Ash rust is
starting to show up in the City again. She gave Lori Kirk (Second
Street) the name of the chemical used to combat the ash rust so she
can begin treatment. She checked the tree at 420 Delaware Street
and it looks good at this time. If the Trustees want this tree
removed we have agreed to take it down. A willow oak at Ned
Hutchison’s (Fourth Street) has a lot of dead limbs that need
to be removed.
Fran
Peden – Dave DiAngelo
(Fourth & Moores Lane) contacted him informing he would be
removing the hedge in front of his house and would like trees planted
in its place. It was decided that the right of way needs to be
determined before doing anything.
Lillian
Shue – Kitty Burris
(23 West Third Street) contacted her about trimming her cherry tree.
It is in the wires. Lillian’s ash tree (17 West Fourth Street)
in her front yard is sick. She did not see bore holes but it is
green under the bark and does not have any leaves.
CHAIRMAN’S
REPORT
Planting
Behind Bull Hill – Mr. Patterson reported that Mr. Robert
Coates was interested in seeing trees planted behind Bull Hill
between Third Street Extended and the garages that are there. Ms.
Churchill approached the Trustees about this project. She has
informed that the Trustees have given the Tree Commission approval to
go forward. Mr. Patterson then spoke to Henry Poole, Urban Forestry
Coordinator, to obtain information about a grant for this project.
Mr. Poole confirmed that they do accept and encourage volunteer labor
as an offset to a matching cash contribution. The City has not
applied for any grants in the last three years so our chances of
receiving funds is good. (Discussion
about type of trees, costs involved, location, and determining the
labor involved for the grant application followed.) Ms.
Churchill is aware where Mr. Coates would like the trees to be
planted. A visit to the site will take place on 6/4/08 between Ms.
Churchill, Ms. Keyser and Mr. Coates. Deadline for the application
is 6/20/08.

The Strand – Mr. Patterson said the problem is with the sewer
and not with the chestnut tree. He suggested that the homeowner talk
to the City about replacing the sewer line. (Discussion
about roots and sewer lines followed.)
OLD
BUSINESS

Harmony Street – Approval was granted at the May meeting to
remove the tree on the driveway side of this property. To date the
tree has not been removed. Mr. Rizzardi is aware that this
tree is to be removed. Ms. Keyser added that she has not added Mr.
Bird to the Spring planting schedule since the tree has not been
removed.
Dewey
Park & Station Hill Park – The City is watering trees
planted in park areas and will continue doing so.
Spring
Planting – Ms. Keyser reported that no trees have been planted
to date. She has spoken to Brian Jamison several times. Time is
running short and after brief discussion it was decided that Mr.
Jamison would be given the date of 6/15/08 as the deadline for
planting this Spring.
Baldt
Avenue (10th
& Baldt) –Tabled until the next meeting to allow members to
look at the tree. The homeowner would like the tree removed and a
nicer tree planted. The Tree Commission has spent money cleaning up
this tree in the past.
NEW
BUSINESS
Bagworms
are starting to appear in some trees. Commission members discussed
removal techniques.
The
Tree Commission will not conduct meetings in July or August. The
next meeting will take place in September.
ADJOURNMENT
A
motion was made and seconded to adjourn the meeting. The motion was
unanimously passed. The
meeting was adjourned at 6:30 p.m.
