The
New Castle City’s Tree Commission Meeting took place on January
5, 2009 at 5:30 p.m. in the City of New Castle’s Town Hall.

Present: Chip Patterson, Chairman Susan Keyser,
Co-Chairman Erv Thatcher Lillian Shue

Absent: Mark Miller Fran Peden
The
meeting was called to order by Mr. Patterson at 5:40 p.m.
Minutes
– Ms. Keyser suggested deleting the word “are” and
inserting the word “were” on page 2, Wample Trees, first
sentence. A motion was made
to approve the minutes as amended. The motion was seconded and
approved.
COMMISSION
MEMBERS Erv Thatcher
– Reported that four (4) trees have been removed this week at
various locations. There is a dead oak tree on the Buttonwood School
property. The tree is on their property. He inquired what the
proper channel would be to notify the school that the tree is a
hazard. There is the potential for damage to the building.
According to Mr. Patterson someone would need to be able to pay for
the removal.
Susan
Keyser – Reported
that she is holding off the tree planting until Spring 2009. She is
in the process of getting better prices. Mr. Chamberlain has agreed
to planting a Yoshino tree. A resident of Second Street approached
her about trees being too close to a house. Mr. Patterson has talked
to the resident about this commission’s responsibility for
street trees. Municipal Services has trimmed the branches of the
tree. (Discussion followed
about procedures followed by Verizon and others when it comes to
trimming around their wires.)

Shue – Nothing to
report.
CHAIRMAN’S
REPORT
Tree
Ordinance – Mr.
Patterson informed that Cathie Thomas has submitted the ordinance to
the City Solicitor and it is on the Council agenda for a public
hearing on 1/13/09 at 6:30 p.m. He will be attending the meeting to
field any questions that might arise and invited other Commission
members to join him. Copies of the ordinance can be obtained at City
Hall. There are two (2) portions of the ordinance. One section
creates the Tree Commission and the second section (street tree
ordinance) deals with regulations. Both are on the agenda. Ms.
Keyser would like to know what comments the City Solicitor offered.
Catalpa
Tree -- Mr. Patterson
reported Bob Rizzardi has informed him that he is cutting back on
jobs. We will need to begin looking for other people to do our work.
He will be able to handle smaller jobs we have, but he does not want
to do the catalpa tree. Mr. Patterson will try to get some prices
together for discussion.
Shade
Tree Symposium (January 13, 2009)
– Briefly discussed the symposium. Mr. Patterson is
considering sending his arborist (Todd Lorah) to the utilities
portion of the symposium. Mr. Thatcher will discuss the symposium
with the Trustees.
