A workshop was held to discuss the City’s trash/recycling issues.  Mrs. Thomas spoke with DSWA regarding recycling. Council has a proposal from DSWA for recycling. The pilot program that the City currently has will expire at the end of October.  If the City signs up for curbside recycling, DSWA will give the City a break and only charge the City $2.00 per month per household. This offer from DSWA expires on November 1. If the City does not accept DSWA’s offer, the City could still  sign up later but the rate will be $6.00 per household.  This offer, if accepted, will stay in effect for two years.  Councilman Reese is in favor of accepting the two-year offer. Councilwoman Petty stated that she was leaning towards going with the two-year plan. Councilman Gaworski asked if this program would be offered to apartment complexes within the City.  He was also willing to try out the two year program. 

            Matthew Christopher spoke from the Public Works perspective about the City’s  trash issues.  Mr. Christopher spoke on possibly changing the Ordinance to accommodate Council’s wishes as far as dealing with the trash issues.  Mr. Christopher spoke about Newark’s Code and the fact that the city of Newark defines commercial trash versus household trash.

            Council President Blest felt one of the major concerns is how to handle the trash issues for commercial properties.     

            Mrs. Thomas suggested that Council amend the Ordinance so that all properties are defined and then give the residents, commercial properties, civic organizations, etc. notice of what the limits on trash pick up will be.

            It was decided that Mr. Christopher will write a proposal, similar to the City of Newark’s Ordinance and present it to Council.

            The workshop adjourned at 7:09 pm.
