2. Decision on rules to be adopted for the conduct of City Council meetings and the transaction of City Council business:

   
   

   1. The use of Roberts Rules of Order as the rules under which City Council meetings shall be conducted.

   2. The implementation of a three minute time limit for speakers from the floor.

   3. The process by which items may be placed on the City Council Agenda.

   
   

3. Discussion of Schedule for City Council Budget Workshop Sessions and General Discussion on City Budget Financial Parameters.
