The New Castle City’s Board of Health Meeting took place on November 28, 2006 at 6 p.m. in the City of New Castle’s Town Hall.

Mr. Lloyd opened the meeting at 6:30 p.m. The meeting will operate under the guidelines of the State of Delaware Sunshine Law. Roll call was taken.
There were no questions raised about the minutes of our last meeting (August).
Photographs were shown of various properties that are in need of immediate repair or are in disrepair. (Discussion followed.)
Mr. Lloyd distributed the Health and Housing summary for the period of
October 30, 2006 to November 21, 2006 for the Board’s review. He referred to some of the items in the summary.
- There are a number of properties listed concerning basketball goals at the curb. Letters were sent to each resident. It is noted that this is a police issue.
- Mr. Megginson asked about the property at 116 West Sixth Street that has railroad ties lying at the curb. Mr. Lloyd reported that he had told them to take the ties to the dump, but this has not happened yet. DSWA will not take railroad ties as they consider them a household hazardous waste.
- In the back of 125 Delaware Street there is a strip of land that belongs to the Trustees that you can use to look at this property. The back of the house is in disrepair. Mr. Lloyd spoke to the deceased owner’s daughter about repairs. This property has caused internal damage at 121 Delaware Street caused by water damage from water pipes that burst.
- 134 Casimir Drive has a pond in his backyard that will cause a mosquito problem next summer. Mr. Lloyd was just made aware of this problem.
- 8 West 9th Street – The resident has dumped leaves from his lawn business at his home. This situation has been resolved.
- 7th Street Lot – The owner has dumped four loads of junk there. Mr. Lloyd said the owner’s address is this lot and he is having difficulty contacting him. If we don’t reach him soon we will have to test the soil to make sure there is nothing hazardous being dumped and he will be billed accordingly.
Mr. Simpson asked what the status is on Gray Street. Mr. Lloyd said nothing has been done; he has the authority to take action. Mr. Megginson provided a history of the property. Mr. Simpson said that we have the right to do something about this property, but they have the right to appeal.

Mr. Lloyd approached the Trustees and asked them if they would be willing to fund people who couldn’t afford to rehab their places with the understanding they will have a lien on the property and have to satisfy the cost. They (Trustees) would be able to earn some money on this over a long period of time.
Mr. Lloyd reported that State law requires this committee to meet once every three months. (Brief discussion followed.) The Chair made a motion to conduct Board of Health meetings once every three months beginning in January 2007. Mr. Simpson seconded the motion which passed unopposed. The Chair can convene the Board prior to a scheduled meeting if it is needed. Meetings will be placed on the city calendar accordingly. The Chair will continue mailing his summaries to each Board member on a monthly basis. He will report to Council meetings as per his normal practice.
Adjournment – Mr. Lloyd made a motion to adjourn the meeting.
Mr. Megginson seconded the motion which was passed by unanimous vote. The meeting was adjourned at 7 p.m.
