Council President Castagno called the meeting to order with the Pledge of Allegiance.

Council President Castagno announced the agenda item as Resolution #2004- adopting the 2004-05 fiscal year budget and sponsored by Council Finance Liaison Miller.

Councilperson Miller read the Resolution and motioned to accept Resolution #2004- as read. Councilperson Padmalingam seconded the motion.

Councilman Reese and DiAngelo raised questions on the motion about the budget. Both Council members suggested the need to raise the tax rate by at least $0.20/100.

Resident Charlotte Houben mentioned her impressions about a "shell game" played by the previous City Administrator, and that she is only a housewife from 12th Street. She further explained that she would like a tax increase.

Council President called for a vote on Resolution #2004- to adopt the budget.
DiAngelo – NO Reese - NO
Miller- YES Castagno - YES
Padmalingam – YES Motion carried.

Mr. DiAngelo stated his reasons for voting NO was this will not provide sufficient funds to operate the City for the entire fiscal year (no contingency, no emergency.)

Council President called for a motion to adjourn at approximately 5:15PM.

Motion carried unanimously.
