OF THE MEETING OF THE BOARD OF ELECTIONS FEBRUARY 25, 2009 7:00

Ballot Clerk for the City of New Castle
The
meeting was called to order by the Chairperson, Ms. Caven. The
Minutes were read and corrected as follows: The position of
Absentee Ballot Clerk will be filled by Mr. Waraksa rather than by
Mr. Pennell. Mr. Waraksa has been appointed as Absentee Ballot Clerk
by the City and approved by the Council.
Ms.
Caven asked for the status of the posters and advertising.
There have been some changes and we can't submit anything to the
printers. Information on the election will mainly be
transmitted by the City newsletter. There will be an ad in the
weekly newspaper before the election. The City will be printing
a poster; they are suggesting only three posters per district due to
budgetary restrictions. Ms. Caven will meet with City
Administrator, Cathryn Thomas on Monday, March 2nd, to discuss
posters, etc. Thirty posters were printed last year.
Ms. Caven spoke with
Ms. Thomas about the change in polling place to the Senior Center and
Ms. Thomas agreed the Senior Center would be a good idea for the next
election.
Ms. Caven also spoke
with the Goodwill Fire Chief and gave him the date for the next
election. The Fire Chief would like us to use the Conference
Room although previous elections have been in the bay. Ms.
Caven will go to the fire hall to see what space would be best for
the election. The voting machines will be delivered during
business hours the day before the election. Ms. Caven will ask
again about the possibility of using the Senior Center, which is
available on that date. She will check to see what stipend
would be required for the use of the Senior Center.
Because of the City's
budgetary restrictions, there is a question about the number of poll
workers needed. There was considerable discussion about this and the
suggestion as made to cut out the first table as people come in and
just print posters to be put on each of the tables indicating which
table voters should visit to sign in. Ms. Winkler
will print signs like the ones used last year to show people which
table they should go to.
The
registration evenings are March 6th and March 27th. We have to
be present on those evenings. We should check with the County
Election Board before March 6th. Ms. Caven will meet with
Barbara Lippincott at 3:15 p.m. on Friday in Wilmington; Mr. Pennell
will attend with her. Registration in New Castle will be from
7:00 p.m. to 9:00 p.m.. Mr. Pennell and Ms. Winkler will
conduct the registration on March 6th; Ms. Caven and Mr. Pennell will
conduct the registration on March 27th.
Ms.
Winkler estimated the food and beverage costs for the last election
to be approximately $14 per person. Ms. Winkler has contacted
Iannoni's and they will again deliver the food.
There are plenty of
absentee ballots available. There was discussion of taking
ballots to people who are housebound. There was a brief
discussion of the status of the candidates for the various City
positions.
The meeting was
adjourned at 8:05 p.m. The next meeting will be held on March
11 at 7 p.m.
