Minutes of the April 20, 2006 meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware.

The Acting Chair, Mrs. Sally Monigle called the regular meeting of the Historic Area Commission for the City of New Castle to order at 4:40 p.m. and the roll was called.
Old Application:
S. Padmalingam 222 Chestnut Street
Improvements: Driveway modification and fence approval
Involved Parties: Dr. Padmalingam
Discussion: Mrs. Monigle recommended a 10’ driveway. Dr. Padmalingam stated that 10’ driveway was not wide enough. He requested a 16’ wide driveway. Ms. Susan Keyser stated from the audience that she did not feel Dr. Padmalingam had the correct set-back.
Action: Mr. Heckrotte: I move we vote on the application as submitted with a 10 foot driveway with 1 ½ ‘ flares on either side of the curb cut with brick to go back to at least as far as his brick wall turn. Thirteen feet wide at curve. The fence: To come back with a design that was designed for a tall fence and one that is in the litany and that the fence is either painted or stained.

pending the drawing be corrected with the following changes; that you
design the same windows on the front that is on the side and the same
sash size and size of glass. Re-configure the windows on the rear side of
the house. Move rear deck of the end unit to center (4”). Raise roof
one foot. With review between meetings. I move the owner get a
variance for off street parking.
