PLANNING COMMISSION
Mayor & Council of New Castle/ 220 Delaware Street, New Castle, Delaware 19720 Minutes of the meeting of the New Castle City Planning Commission held at 7:00 p.m. on Monday, March 25, 2002 at the Town Hall, 2nd floor. Members Present: Chairman Stan Sykora Mr. James Steele Mr. George Freebery Mr. Charles Cobb Mr. William Cramer Ms. Beth Matkins absent Ms. Jane Miller absent Mr. Sonny Irlick absent Others Present: Mr. Chris Castango Mr. Dominic Balassico AGENDA CONTINUNING REVIEW OF STUDY WITH KISE, STRAW & KOLDNER Mr. Sykora started by stating that on February 11th we had our last meeting with the Ad-Hoc task force and Kise, Straw & Koldner. It was a kick off meeting designed to recognize all the stakeholders involved with this project with the Comprehensive Plan and Zoning Code revisions. We introduced the planner with the task force. We reviewed the entire project scope, determined the project tasks and project schedules. We identified the entire key contacts including City elected and appointed officials, community and civic group leadership, Trustees, etc. Then we went into a review of major issues and the workshop topics. (See minutes attached) We also have a flyer which lists all the meeting dates that will be posted everywhere in town. (See attachment) Once we get the workshops done then we will get into the Comprehensive Plan update. PARKING ORDINANCE (SIZE OF DRIVEWAYS) Mr. Balisco presented this issue. We have been working on amending the parking ordinance and doing so we have realized that driveway and width of the driveway does not conform with our Zoning Ordinance. Once the parking ordinance gets passed there is nothing to prevent residents from paving their entire front yard. (See attached letter from Mr. Kavanaugh dated March 11th) Mr. Cobb made a motion to recommend that the Zoning changes as follows; with the adoption of exhibit “A” attached with the following changes: 1. Add a paragraph D in Section 230-1, Definitions, Subparagraph B to provide a new definition of “Driveway” as attached on Exhibit “A”. 2. The “Supplementary district Regulation”, Section 230-18 be amended by adding a new Subparagraph D as follows with minimum width at 8’ and maximum as stated in exhibit “A”.
